@Amires Read the comments. There are ways to make it work. Works perfectly for me.
@JDM_MEET If you remove your mods folder altogether does your game still crash? Could be that you copied your update folder improperly. Try making sure dlc2.rpf isn't in your mods foler, you should have mods/update/update.rpf and mods/update/x64, no dlc2.rpf. Make sure OpenIV is CLOSED when you make your mods folder.
Are you using the gameconfig included in VWE? Download and use pnwparksfan gameconfig. It's available on github if you Google it.
@JDM_MEET What do you mean by making an add-on? It would also help to know what didn't work about it. Did you get an error message, did it crash to desktop, what happened?
@Titanmaster Np. I was chasing down a crash that I couldn't figure out for a couple weeks myself and at this point I feel like a master at troubleshooting GTA V crashes now lol
@Titanmaster I've since fixed the problem.
Make sure you have the weapon blob info limit mod, and make sure when you create your mod folder (copying over update/X64 and update/update.rpf) that OpenIV is CLOSED. You can't use the OIV, you need to rename the OIV to a .zip file and unpack it, then, following the paths in the assembly.xml, manually install each file into your mods folder. It sounds like a lot, but it's not too bad, just a bit time consuming. I've now done this like 10 times and I can do it pretty fast. I think there are some tutorials around on YouTube showing how to manually install OIV's, try that.

Doing a manual install (I have terrible luck with OIV's), the assembly.xml references "\common\data\ai" within the pres dlc.rpf, but I don't have that. Does the OIV automatically create that folder? What exactly does vehiclemodelsets.meta do? Will this work without that?
That wreck car looks like the Bravura from GTA SA but a sedan instead of a coupe.
Like noormirza, I'm wondering what sort of FPS impact I can expect from installing this, and also how much more VRAM this will eat up so I can appropriately turn down traffic and ped variety to free that up. I have 12GB of VRAM so I'm not too worried but it would be nice to know.
