replace the files inside.
If you want the vest for Franklin do the same with accs file or task file, just replace any file to fit.

Heavy Utility Vest
The vest dont have any glitches, the only thing is you need to vear a shirt
under it or something thin.
To vear a vest you need to spawn it with any trainer.
You have two colors gray or black , in OpenIV, just chose wich one you will install.
