Go to gtav/mods/update/x64/dlcpacks copy mulliner folder to the dlcpacks folder.
Next use OPENIV turn on edit mode.
Then, go to mods/update/update.rpf/common/data
right click on dlclist.xml then left click on edit.
Add the line dlcpacks:/mulliner/
to the dlclist and save then exit.
SPAWN: zoom
