I checked the log and found this (I translated the message to english):

It doesn't work for me. I get the message that businesses and cargos are loaded but the menu won't pop up. I changed the hotkey but it didn't help.

I made a strange observation that I would like to add to my bug report from earlier:
I witnessed a shoot-out between police and some random peds. After they finished killing each other, a coroner eventually appeared. I managed to steal the car so that the second guy was still inside. I drove to another location, killed someone and the car started blinking the yellow lights and the guy started photographing. So in conclusion: I kill someone, no coroner. Someone else kills someone, coroner comes.
It does not work for me. Even if I disable every other mod I get this error:
