@moonz Thanks! Yes, the persistent feature makes sure the vehicle isn't removed by the game (the game otherwise does that in order to free up system resources). The feature however doesn't save the vehicle between game sessions:
" -- Current vehicle set as persistent during the game session. If you want to save it between sessions you have to disable persistence under misc in the menu and add a mod like simple trainer which can store vehicles in files."
This is a .asi mod, written directly in C++. No need to update. I prefer using .asi over .Net if possible. From what I can tell, it works fine. Interiors are unlocked.
Btw, the date above isn't accurate. This mod was created in October, 2016 as you can see when you've downloaded it. They added the date system late on this site and then this happened with older files. You'll also find this info under the description:

@Katecreme Alright, so replacing that file with a silent one removes all panting in game. Nice and easy solution. Maybe you want to release it too. Perhaps even include alternative funny versions.
@Katecreme There might exist a audio scene name which mutes the panting. The names used by default in the configuration file does not. Except of course the name which mutes all audio from the world, used when muting with keyboard or controller.
@anon23623 Having the same button(s) execute both lock/unlock will make the vehicle stay locked every time you press the button(s). Interesting idea though.
@freedomplayer Make sure to use OpenIV when changing game files.
If you're using an old version of the game, mods will probably not work. Support of cracked copies of the game is strictly forbidden. Only support for the official version of the game is allowed, whether we like it or not. At one point all mods were illegal. Single player mods are now allowed.

@JojiTX Thanks, I'm glad you like it.

Excellent concept

@Rizencraft I think there is one already. Have you tried the mod called "No More Yelling 2.0"? https://www.lcpdfr.com/downloads/gta5mods/audio/26600-no-more-yelling

@thedarklord5844 I suspect that's an issue with the rockstar editor recording feature rather than wrong audio in game while playing.
