Maybe I have some answers, I am playing around with this mod in combination with the latest version of GTAV Legacy and ran into some problems, but was able to find solutions.

First things first, i think the recommendations are outdated, so to get this running i have installed the following:
ScriptHook, Scripthookdotnet, lemonUI (copy SHVDN3 folder in your scripts folder), ifruitadddon2.

Problem: after doing a mission, no mission markers are on the map. Solution: in the SPAII folder is a debug-.exe, deactivate some of the apartments. I think the game has problems to load the blips correctly after finishing a mission.

Problem: the signs do not work, you stand in front and no possibility to buy it. Solution: They work, you just have to run into them or stand face to face, the message just shows up when you are just as close as you can to the signs.

So in fact, i have just the bigger garages left on the map, but works for me. Maybe this helps :)
