When I couldn't apply this mod due to OpenIV issues in gta5 enhanced, in my case, I downloaded the file from https://www.gta5-mods.com/tools/openrpf-openiv-asi-for-gta-v-enhanced#description_tab, deleted OpenIV.asi, dinput8.dll, and replaced it with the downloaded OpenRPF.asi, dsound.dll and applied it, and it worked properly.
