The dlc.rpf is corrupted and crashes my game, i have been trying to fix this for the past couple hours and cant fix it

I CANNOT get it to work, i have every dependency up to date, i followed the installation instruction, i am on the latest patch (2944) and it just does not work, none of the new contacts show up on my phone and nothing happens.
