I was having the same issues as most of you, infinite loading screen, crashing when loading, etc. Here is a fix I found:
1. Delete the mods folder & every mod file injected into your game. (you can find the original GTA files online)
2. Verify game files
3. Uninstall OpenIV, then install it again so you get a fresh mod folder.
4. INSTALL THE GAMECONFIG FIRST! Then proceed with installing your mods, be sure to check if your game works by just running the game and testing if it crashes or not after installing various mods.

is anyone else having an issue with rockstar editor? when i move the camera, there is a blur that covers the screen.
