I also have 2 suggestions for new effects:
Everyone is Lester - like the name says, every ped and the player is Lester (the models are changed to Lester's model). I think that this effect could last for 60 seconds with no problems.
Lester Mobile Traffic - every vehicle on the traffic is replaced with Lester's blue Declasse Asea.
