They also have the snowball mod that would actually be pretty cool but I didn't install that one as of yet. I wonder if it is compatible with these existing mods.
@JAM102970 That would be awesome if you created the snow on vehicle and on ped mod definitely. Thanks for confirming about the way the weather is supposed to work. It works the same for me and I love it. I wish I was a little more mod savy as far as creating or editing because I would surely help you out. Maybe i should read up on editing and creating at least just to get an idea of what to do. Of course I'm sure it is a lot more involved than I think but i would love to be able to create these to make them 100%. Thanks again for replying.

Is this normal or should it snow constantly. I just want to make sure that I installed everything correctly. And yes I do wish too that they had a mod where the snow would appear on top of vehicles. Hopefully in the near future. Thanks in advance.
